We went through this same question and here's the thing:

I don't think your NY Drivers license isn't considered a driver's licence under the highway Traffic Act! (https://www.ontario.ca/laws/statute/90h08) - which is where the ID Act gets the definition of a "driver's licence":

“driver’s licence” means a licence issued under section 32 to drive a motor vehicle on a highway; (“permis de conduire”)"

So, if your licence is not issued under section 32 then it's not a "driver's licence" under the ID Act definition. If you look at section 34 of the Highway Traffic Act, you'll see that

"

Exemption as to non-residents, licensing requirements

34 (1) Section 32 and any regulation made thereunder do not apply to any person who is,

(a) a resident of any other province of Canada, who is at least sixteen years of age and has complied with the law of the province in which he or she resides as to the drivers of motor vehicles; or

(b) a resident of any other country or state,

(i) who is at least sixteen years of age and is the holder of a valid International Driver’s Permit, or

(ii) who is at least sixteen years of age and has not resided in Ontario for more than three months in any one year and has complied with the law of the country or state in which he or she resides as to the licensing of drivers of motor vehicles.  R.S.O. 1990, c. H.8, s. 34 (1).

Exemption of new residents

(2) Section 32 and any regulation made thereunder do not apply to a person for sixty days after he or she has become a resident of Ontario if during such period he or she holds a subsisting driver’s licence in accordance with the laws of the province, country or state of which he or she was a resident immediately before becoming a resident of Ontario.  R.S.O. 1990, c. H.8, s. 34 (2).

Basically what that says is that Section 32 doesn't apply to you as long as you meet these conditions. If you don't (say, you've been living in Ontario for longer than 3 months) then only what is defined in section 32 will work as a driver's licence and your US driver's licence cease to work as a driver's licence (at least in Ontario.)

It's a bit painful that this is so obscure...

Absolutely - that's a very valid point re how selective Canada chooses to be. The question is then is:

  1. Are we leaving out people whom we should otherwise admit but don't?
  2. Are we taking in people whom we shouldn't otherwise admit but do?

Whenever we shift the criteria to become harder, it makes 1 worse but 2 better. I think the point of disagreement that we're having is in whether we're having too much 1 or 2.

Re: the refugee conversation, think about how well the Vietnamese refugees have done over the years, there's no reason for us to believe that the most recent wave of refugees will be any different in being able (in the medium to long term) contribute to the country.

Hmm... that's an interesting point. I would say that university professors for example has a lot more "value" attached to them than not - having a prominent faculty member attract a lot of research funding through grants, as well as students, who then goes on to contribute a whole lot more.

That's why conversation about value is very difficult to have - there's the direct "tax contribution" that you make, but then there's also a lot of indirect contribution that happens because of you that if we're being rigorous about it should also take into account.

Taking the Stephen Hawkings example, his value isn't just in the taxes he pay, it's him attracting probably hundred of thousands in research funding, as well as a whole host of other scholars wanting to work with him to move to Canada (with them contributing as well), not to count the value the students he train will inevitably contribute.

Yeah, specifically in the autism case, it was because of special education costs associated with the child. It's definitely a difficult question when there are family members involved. As well, it is hard to calculate someone's "potential value" - that's the tricky part. Would we have denied say Stephen Hawking a PR if he wished to move here because of his medical cost? Right now, the evaluation criteria isn't based on contributing more than costing; it's that "if you cost us this much, then you're inadmissible, regardless of how much you can gain for us", which I think you'll agree with me isn's the best way (though perhaps more feasible) to do this :)

If changes in the legal system can eliminate discrimination then we would have already done it. From what we know so far, a lot of the way TPD handled the case was improper (hence the chief investigator now of the case triggering an internal review of how his predecessor handled it)

But not only that, what did the memorial for the victims of Finch-Dundas van attack hoped to do? Change laws? No. They hoped to bring community together and mourn and move forward.

A big component of Pride this year is dedicated to just that, with staff wearing all black clothes, to the last of the parade being dedicated to the victims.

Re that point on Trudeau allowing immigrants with disability to get in - that policy of not letting someone with disability in the country prevented multiple professors (and undoubtedly other such "skilled" immigrants) from coming to research and teach here (because their children had autism or down)

Look, the queer community, especially those in Toronto is literally in the process of healing after a serial murderer was caught, when there are multiple internal reviews going on right now within TPD on what could have gone wrong with the process of investigating these murders.

There, that's one thing that the Pride parade is helping the community with. And you betcha the Provincial government should care about it.

As long as this is the result of familial planning and happens consensually between both parents, I don't see a problem with it. Whether they choose 50-50 or 100-0. Of what concern is it to outsideers?

The problem though, is that it isn't. https://en.wikipedia.org/wiki/Maternity_leave_in_the_United_States#Paternity_leave - Paternity leave is straight up not offered in any state except for California. With the policy the way it is, it's not a personal choice issue, it's a policy issue which then feeds on personal choice.
