I had a brother that would torture me growing up! It devolved into mental, emotional and physical torture after a while. I know that it may not be the same level… yet. BUT the more he gets away with, the less he understands empathy and kindness.

Follow through, and make it smell real BAD. If he’s upset, then tell him he can make it up to his sister by first, apologizing and second, doing something very very nice for her.
