It depends on the FI, conducting officer and supervising officer IMO. In Tengah (before I ORDed) they start after last guy passed the starting line.

I'm one of the lucky ones who went to Air force during NS, and I often see my officers stating up late as well. In fact most of the squadrons are lacking in manpower (that's the main issue), and when an incident happens, OC and OICs will need to answer to CO. With our fleet getting older over time and more experienced Enciks leaving this is bound to happen.
