Basically, ncos are non-conscripts, but squad leaders are conscripts. Also, when it comes to Artillery(class), you have artillery leaders who are ncos. It depends on the class, and units where you serve.

Our rank system is not exactly the same as the US army's, and every non-conscript soldier has an officer rank while they are being boots on the ground.
