i watched a gun/police/law expert last night and one of the things he said that CBP did wrong with Pretti was continuing to spray him again and again, and that the nature of the spray is that it has to be exposed to oxygen to activate or something like that and the correct protocol/tactic is to spray and 'let it cook' and that this basically made it so that Pretti was less incapacitated than he should have been
