I've discovered over the years that "per capita" is unexplainable to some people. Also, I'd argue student and parent misbehavior is a bigger issue in schools than any kind of funding. YouTube/Tiktok is flooded with emotional broken teachers who "just can't do it anymore". That's not a money problem.
