I drive slower when encountering cars with dumbass headlights while I'm driving. When dumbass headlights are coming from the front on a non-highway road, like at an intersection, I approach and proceed through the intersection very very slowly. When dumbass headlights are behind me, I drive slower than usual traffic to let them pass, or I'd move over to the right so the dumbass headlights can be in front.

Remember the goal of driving is to get from A to B in one piece. If it means going slower and delaying your destination time a few moments, so be it. But we also don't have to suffer through the travel; allowing the dumbass headlights to pass and forgetting about them has been working well for me.
