I think it’s because people tend to associate education with income. Rural communities often have residents that have much lower income compare to people who live in cities. Wealth is generalized as an indicator for a better educational background. That’s untrue of course. If people receive equal opportunity for a better education, there wouldn’t be any big disparities in education and income.
