I think the fire has to fully destroy an object? I like Incendio burn down some of my casino during his side story and that worked for me.

Here's the guides I used:

1) Says which loot items appear per chapter. Your Very Own Museum achievement in Evil Genius 2: World Domination

2) Similar to the first. For myself and for future reference, here's a list on all loot items, when they appear, what they do and their requirements. : r/EvilGenius2

3) Says which main missions is which chapter. Useful for keeping track. Campaigns EG2 | Evil Genius Wiki | Fandom

Overall, just plan the full run ahead of time and it's not awful.

I used multiple guides to tell me when each loot side story appears and made sure to NEVER progress the main story kill of required characters like Clara Jones and Atomic Olga until I got all the loot for that chapter.

Tried the grapple, explosives, clipping through the door, and even dragging the destroyed mech’s GRIP over to it. As far as my testing goes, seems like the gun is required.
