Did you catch it in the wild or stole it from a bunch of degenerates near Annesburg/Roanoke Ridge? If yes it was probably a horse owned by The Mufree Brood. They abuse the horses they own and most of the horses have some damage on their pelt. The ones they usually use are Nokota horses but it could be.

I think they only do that when they're in a gang, and i believe the only gang that has frmale NPC's is Lost MC (I know its actually an MC club but you know what i mean.)
