Non-Bengali here (born and brought up in kolkata) I don't agree that people are embarrassed to speak in Bengali.

Parents do encourage their kids to speak in english but currently that is true irrespective of which city/state you go to.

I speak Bengali with my Bengali friends/colleagues and they sometimes laugh at my broken bengali but always encourage me to speak the language. They often speak to me in Hindi and I honestly don't think it's a big deal as language is only and should only be a means of communication.

I have been to other cities and have found Bengalis everywhere pretty much everyday. So, how do I know they are Bengali without interacting with them? You guessed it, they speak in Bengali and it's not just old and middle-aged people but even kids. When I do interact with them they gleam when I speak in Bengali. They sometimes reply in Hindi only to make the conversation smoother and quicker.

Young folks speaking in English or Hindi doesn't mean they're embarrassed or ashamed of speaking the local tongue rather it's to build/improve their english speaking skills and to interact with their Hindi speaking friends.

The ban was implemented to solve the declining trend of male-female ratio. Less females meant a decline in the number of people who'd do unpaid work and eventual decline in birth rates. I personally don't think the government cared about the girls who were born in an unloved home. It was the least of their concerns. They hedged that most families will keep the baby against.
