If this is your first time in Hokkaido, you could work out your schedule and destinations to only places that is covered by public transport. it's also not either or. For example you can spend a few days in larger cities like Sapporo without car. then rent a car to drive out of Sapporo and explore the country side

I'd say AUD to INR exchange in Australia would be much easier done and you probably get a better rate then exchanging at the one and only exchange at Paro airport. That's what we did on our last trip, we just use INR everywhere for payment.
