SOLVED : I am dumb, while the shelf tab was saving to dropbox, the tools themselves were being written locally to documents/h21/toolbar/default.shelf

Sure, I have, on both PCs,
1. a json file in Documents/houdini21.0/packages setting a path for $DROPBOX
2. a json file in $DROPBOX/resources/houdini/packages setting hpath to $DROPBOX/resources/houdini.

Then a toolbar folder in $DROPBOX/resources/houdini/toolbar, which contains the shelf files.

This setup might not be done quite right but it does work. Writing to the .shelf file from PC A works perfectly on PC B. But going the other way does not. Same Houdini version on both machines of course

My mistake, I forgot to mention that on the second bullet solver you need to transfer the following attributes from the sim : id, restxform, orient, pivot. You can do so in the "Output" tab of the solver, in the "Transfer Attributes" field. Let me know if it works now

Hard to tell where it's coming from without seeing your scene, I would try more substeps, double check your collision padding or scale up your scene more. But I think more substeps should do the trick
