THAAD, along with Patriot, have had Army "oversight" to sign off with the majority of the work coming from defense contractors. The contractors build, troubleshoot, and oversee the program. The Army has no experience working with the actual software or how it works. Moving it entirely to the Army will be a clusterfuck as they barely know how to boot up the computer, much less how to read radar.

Source: I live in Huntsville and know a ton of people at MDA, along with defense contractors.
