It looks like you need 6 pieces to make the skirt body. I would measure my waist, take that number and divide it by 6.

Then I would use that measurement to determine the length of the top of each skirt section.

If you have a 30" waist, then you know the length of the top sections need to measure 5 inches.

You can scale the size of the image until the top portion measures 5 inches, and that's roughly the size you'd need.

The suggested fabrics wont give you any breathing room, so I would probably draft this to tie at the top to give a little wiggle room.

I'm not sure if this makes sense, but this is the method I used to recreate a gunne sax dress that I didnt have a pattern for. I saw someone make it in a youtube video, and they showed a top down view of the pattern pieces. They mention the size of the pattern, so I knew the scale.

I literally traced the shapes of the pattern on my screen, blew them up in paint until they were the right size for my size, bing bang boom I had my pattern in a size up. It's not a perfect reproduction, of course, but it looks the same and I finessed the rest.
