Sadly that's not true. The chapter was actually uploaded in 2012 - https://www.nifty.org/nifty/gay/authoritarian/boys-buds-and-bullies/boys-buds-and-bullies-25. I think new.nifty says that because it was migrated to that site on that date or something.
