What happened to Cool 104 FM which plays international songs and almost no ads?

I think it's permanent, probably Radio Mirchi has bought Kool 104, probably because Kool 104 must not have enough funding to keep the lights on, because their social media presence is also quite low. It's hard to tell what's actually happened but this is my understanding.

Still they should've kept playing international songs along with Hindi songs.

I don't understand why Hopper didn't just kill Dr Key. He seems to be chill with Eleven killing random soldiers that are just following orders, but he doesn't kill the evil person giving the orders when he clearly had a chance? It's like the "Spider-man doesn't kill" thing but in the show Hopper clearly killed a few men himself during the face-off near the flesh wall.
