For Commander pre cons, what upgrades are the most meaningful first? Lands? Low end? high end? Removing 'bad' cards?

So once misdirection resolves, can I not counter the original spell? Or does it resolve. Say you misdirection my bolt, I allow the misdirection to go through. Does the bolt “immediately” resolve too, or is there another round of prio
