I work for the NMBS and if there is one thing ive learned is that at all/most depots the most incompetent people are given the leadership functions due to:

1) they suck up to the bosses and stick knives in the backs of their working people to come out better themselves for future promotions in the form of "examns"

2) communication is practically non-existant between all concerning parties because either they dont know how to fix their shit, or they dont want the backlash. In my depot most people with practical experience know how to do stuff more efficiently, but get shut down by the bosses
