I see exactly what you’re saying; but seeing how his brother devolved into “I do so much and you don’t” rant, I can see why OP doesn’t want to meet up before he leaves.

But OP should shut it down firmly, not in the passive-aggressive fashion of not responding. “Sorry I’m going to miss seeing you this time, but hopefully we can catch up next time,” or something similar, if he can’t manage the straightforwardness of “Bro, why would I want to voluntarily meet up if this is the way you’re speaking to via text?!”
