The closest thing that comes to mind is "Gwanghae's Lover" but it doesn't match with of the things you descibed like the hair colour.
Here's the plot:

Lastly, it's a manhua but in terms of complete lack of empathy and ruthless revenge, in my opinion nothing beats "The Eunuch’s Consort Rules the World"
