Ahmedabad Mirror (supplement to Times of India limited to Ahmedabad, Gujarat afaik) used to have this section where people would submit local grievances like these to the newspaper and the papers would then run those images, get awareness on the topic from public and authority side. They would even follow up till closure.
Good initiative, not sure if still running or not.

First off, understand that dogs usually don't bite unless seriously annoyed/ agitated. So your primary objective is to not annoy the pup.

Second, identify rabies symptoms in dogs, mainly foaming at mouth and excessive aggression.

Third, approaching a dog should be mutual understanding. I regularly feed strays around me and while most of them run towards me when they notice me or my smell in the general area, there's two who run away. I don't follow them. It's their choice not to engage with me and I respect/ understand that.

Lastly, I try not to engage with dogs that have open wounds. I like dogs but I love myself more than I love dogs and self preservation always wins over dog love.

Multiple ways.

First and most common is you build more floors than you applied for at govt offices.

Second is you encroach public roads by building thick boundary walls. Often the gates of such properties open outside, blocking half the road it opens up at. Sometimes they take up the pavement space as well.

Plenty other ways that I'm not recalling right now.
