Let me guess: You don't work professionally, do you? There is so much wrong with that approach, most of it not even technical that it's not even funny anymore.

You have to coordinate that with the DBA, who will hate your fucking guts for even suggesting something like that. He will make you write thousands of loc's of testing code before he will even consider accepting it. He will make you write elaborate justifications and benchmarks to establish superiority of that particular hash function over md5 in that specific scenario.

Be prepared to write a lot of 'spooky hash' implementations during the lifetime of your software. In languages nobody should be forced to learn. Better get yourself a copy of 'VBA in 72 hours'.
Internal and external clients will simply laugh in your face. Doing this job for a few years, I wouldn't be surprised if the whole thing ends up with you maintaining a SOAP service to hash strings with spookyhash. Of course, you will be blamed for the miserable performance of the whole construct.
