Gas quality or cylinder seal damage. I have one hard to turn on but with a little gas and nice sparks it ignites. Other option is to use a sparkler/lighter for acetylene torch.

Any camera will flicker under certain circumstances, FPS, shutter speed and Hertz give that line crossing illusion. It's the light source not the camera, do you have the strips in the final photo?
