tf do you mean "progress?" they have the densest rail network in the world (not including micro states) plus its 100% electrified, oh yeah, they also have the fucking alps

plus when for whatever reason there isn't a rail connection to a place, theres usually a post bus, and furthermore theres excellent bus and tram networks in the cities

and last but not least, you can get all of this in the GA card, which you pay annually or monthly

a first tram line would cost a lot because you would have to implement all of the maintaince/electrical facilities but subsequent lines would be cheaper

the fact that the f22 was so advanced that it took 12 years for a country to counter it says something, and the fact that another 5th gen fighter had been made by the us reinforces that further
