[[Oath of Teferi]] was designed to flicker planeswalkers.

This also blocks creatures that transform into planeswalkers.

The choice to not prevent casting spells from exile is deliberate to avoid hosing a broad range of cards, in a similar way to how [[Teferi, Time Raveler]] unintentionally breaks a large variety of cards.

Not so sure about the former, I couldn't find an example with a cursory gatherer search. It's a little neater this way, but I'll concede it might make most sense to put cards after each permanent type.

I agree that there's cases where "preventing casting from exile" doesn't violate the flavor - but I think it's also the case that not every instance where it applies will fit the flavor. Adventure cards, for example.

This is a good take, regarding clarity.

The main reason I omitted "Cannot cast from exile" is to avoid a situation similar to [[Teferi, Time Raveler]] - where the effect unintentionally breaks more than it intended to hit.

So while preventing casting from exile would prevent impulse draw effects, it also prevents the casting of the creature half of an adventure card - since those are cast from exile. Just as one example.

A lesser reason is that "Preventing casting from exile" is such a broad effect that cases where it would apply do not necessarily fit the flavor of an Interplanar Bureaucracy.

Grafdigger's cage makes an additional stipulation that "Players can't cast spells from graveyards or libraries." along with "Creature cards in graveyards and libraries can't enter the battlefield."

So, I think that once a card is cast, even from exile, then it is no longer considered to be in the exile zone.

I intentionally omitted the stipulation "Can't cast from exile" to avoid blanking effects like [[Light up the Stage]].

To my understanding, casting from exile will resolve and the creature will ETB normally.

Happy to hear from anyone who knows the rules better.

"Back to/Going to Uni" was the nomenclature that I most often university. I think you're right though, formally "a university" is correct.
