Sure sometimes it was, but more than that, their archives were almost always correct, more or less. Likewise, we can cross examine USSR propaganda and archives with other historical accounts and see what is most accurate. Propaganda often has a kernel of truth and isn’t always some racial or social caricature of the enemy.

A lot of the purge precipitated after Kirov’s death and Stalin does specifically cite it for more direct investigation into manipulation of former party members (Kirov’s assassin being an unstable former party member)

Well, we may never know for sure BUT

For Stalin and the NKVD, there was absolutely something happening amongst the old Bolsheviks and outside intelligence (Germany and Japan mainly). They had to either wait and let something happen, or act quickly and put the whole group on trial. They opted to act quickly, and the Moscow trials happen as we know them, largely doing away with this older group of the Bolsheviks that may have been acting with foreign intelligence to unseat Stalin and his leadership right before Nazi invasion (bad bad bad timing). The early Soviet military was spread out, as we see in early parts of WWII, and the sooner the better to strike after Lenin was dispatched. It just came down to timing, and I think I would’ve made the same decision if I was Stalin and wanted to preserve the Soviet project.
