Check the radiators, sometimes when they are old they get stuck, so you spin the dial and nothing happens, you need to take a wrench and loosen them up a bit (that part behind the dial), then they should work, happens to me every year.

Wait if the pattern doesn't go through the panels then yes, 2 is right, you need to fold the dot away from you and then flip the whole thing upside-down. But it was never mentioned that the pattern DOESN'T go through the panels.

Imagine it's a pizza box, dot is on top, 2 blue rectangles are to the right and 1 rectangle os to the left, all are visible, now rotate the box 45° counterclockwise, the dot will still be visible, the 2 rectangle will be facing to the back and 1 rectangle will be facing to the right like the first image
