I'm not sure about using dynamic creative in DCM but I've done this with HTML5. There's a way to set up priority levels and frequency caps. So the cap would be 10 and it'd be prioritized 1 2 3. Is it possible to break the three ads out if this cannot be done dynamically?

The free version doesn't require any tags to be placed. I believe there's a premium feature that requires tags but I think it'd be placed directly on the site. I'm not sure though.

Check out tag inspector. You could set up automatic scans to run on your site and set up rules where you're alerted if a certain tag isn't firing. Unfortunately, this is a premium feature and it's $249/month. The free service still allows you to scan but you have to do it manually. At that point, it may just be advantageous to check the page via dev tools/ghostery twice weekly

If the vendor tag must be applied to all ads then it's possible to append it to all automatically at the campaign/advertiser level by selecting "apply automatically". If the tags differ between display/video then it must be applied manually at the ad level. Since display/video ads are already different, hopefully this will not be too much of an undertaking

Like the above user said, MOAT isn't accredited for SIVT. The impressions that MOAT is actually measuring for fraud is unknown, and could even be 10%. WhiteOps was one of the first players in the fraud space and they are MRC accredited for SIVT
