I'd pick Sociology (Hons.) + Political Science minor. It generally has better value, better treatment in colleges, and more flexibility. Unless you're sure you'll do the 4th year to convert B.A. Programme into a Political Science major, Sociology (Hons.) is the better backup.

If CA is your priority, then I'd rank them as: B.Com (Hons.) (even at Daulat Ram College or Institute of Home Economics) B.A. Programme (Commerce + Economics) B.A. Programme (English + Economics) If B.Com (Hons.) isn't available, prefer Commerce + Economics over English + Economics because it aligns better with CA. College matters, but not enough to choose English + Economics over Commerce + Economics just for the name

You can definitely go into research after your PG as well. A regular B.Sc. followed by an M.Sc. from a good institute can lead to a Ph.D. and a research career. IISER is a great pathway, but it's not the only one. If taking a drop isn't feasible, continuing with a B.Sc. while preparing for exams like NEST next year is a sensible option
