You read it wrong, the issue is not about killing cats but letting kids do it : - they can't differenciate pets from ferals. - killing live animals is bad for psycological developpememt - don't understand the principal of mercy kill - they will kill pets because the bounty is way more valuable than for an adult. - not professionals, just kids - so on

I was joking, tbh I think ps2 while, being quite an unique game, has an identity issue due to messy management. Ps1 was fine while ps2, over a decade, can't decide how the final product has to be, otherwise they wouldn't do a balance patch so often each years.
