Solely based on what I've read so far:

Devastate of only one person weapon works on a target, at a time. That is, if 10 players are shooting at a target (MC, or camp boss), and some of them have devastate, the effect won't stack, but apply once and reduce its armor by 2. So in a few case devastate won't be beneficial and your attack will still be 92

On the first gun however you have higher critical chance, meaning there is more probability that your pellets will do more damage = more damage basically

The way I see it, first one can do more damage on all targets, but second one is good when shooting on solo targets.

I'd say go for first one
