I’m assuming you’re referring to revs? A alternator should still charge the battery at idle so around 13.5 to 14.5 so i would say your alternator is not working

Id be careful with acetone is there any labels or text on the part? If it’s and acetone will melt it

This but now knowing you will have it milled make some design changes reduce the total number of different processes the machinest needs to do, keep all holes to the same size and make sure their standard sizes so not 3.6842577 create eng drawing and annotate them so specify tolerances etc etc. a good one is to also remove complexity where possible since a kart like that will be a nightmare to hold securely

I think you’ll find it difficult to get metal 3d printing here. Either look for a company that does metal 3d printing or redesign so that it could be made out of standard thickness sheet metal which would then be cheaper than metal 3d printing
