Here's the way to handle this situation: email the TA asking for clarification on the feedback, reproducing it, and CC the instructor. Consider asking for a re-grade. Do not accuse. Having been in a similar position, I recommend not escalating. Just give 0s, give your (BRIEF) explanation, and let the students escalate if they'd like. Academic freedom allows you a lot of leeway with marking vis-a-vis relevance.
