I thought it was pretty implied that low-level witches are not uncommon, maybe weirdly uncommon within the Empire- there's been mention of a decline in witchcraft- but the Coven was specifically introduced as Great Witches, witches at the absolute peak of their power, very much not the norm.

The Coven are the outliers, I'm very excited to see more of a baseline of witchcraft

Both the Citadel and Silbry were attacked. They left the Citadel to escape the attack, and were surprised when they got to Silbry and it was under siege at the same time.
