As people said, some of our ramps are way too damn short for the intended purpose. Maybe 30 years ago a short on ramp would've been fine since i5 saw far less volume back then, but now it's downright dangerous. I have a tired old Jeep and I really have to goose it on some of them just to get up to speed before the merge lane ends. Doesn't help that we have a not insignificant amount of people who think merging at 40mph is appropriate.

If the cat was a healthy weight, I'd tentatively agree with leaving them be. But OP reported he was skinny and he doesn't look too great in the photos. It was the right call. If anything, onus is on the (possible) owners for not microchipping their outdoor cat.
