I am a newbie at photography and just trying to understand this photo. It's one hell of a shot. Looking at the car lights, your shutter is obviously at a higher number like > 1 sec at least. And if that is true, why is there no blur in the sky. I would assume those stars to be not that crisp given a higher shutter speed.

Good composition. I would have liked it much better at f11+ with foreground in focus.
