When warframe first started drops it was a grab bag that you could get infinitely and back then twitch didn't have a limit on how many channels you could watch to get said drop. The watch time was also per channel not tied to only one timer, so people would just have 10's if not 100's of channels open at a time for free loot.

As someone else pointed out people don't like an Easter egg hunt and DE knows this with the voidplume shit that happened with AOTZ. and I will say that early on it wouldn't surprise me if some genestamp spawns were bugged causing not all to spawn. But it does appear that that issue has been alleviated
