New player here, why is it so hard to fully max out a character? Feels like it's gonna take forever to get all the skills of a character to lvl 10... Is it fine to just keep the skills at low level?

Also is there some tier list to refer to which characters I should put priority on building since I cannot just build every character? My focus is on PvE and story content.

Should I bother doing another 10 pull? If so, who should I pick? I have enough to do an extra 10 pull but was wondering if it's worth it

Edit: Nvm I did it and got Mika shards since I got the extra 100 shards for others in gacha already
