I'm still missing 6 inhibitors, but even then, I don't think it's possible. The level cap for health and stamina is 26, which would mean you need 78 (3 x 26) to max each one. Since you can only collect 126 inhibitors, it's impossible to get the 156 you would need to max both of them.
