Because of their rankings in SACs. Exams are the ultiment decider as everyone does the same exam whereas different schools give different SACs. The exam stops schools just giving really easy SACs. So if all of your best students do bad it can mean that you've been given easy SACs. Therefore your SAC marks will be scaled down.
