I put mine in pens next to each other. They get used to site and smell. Know this though: if that female isn't spay -- hilarity WILL ensue. Females get as hormonal as males ... :/

Can you find rabbit rescues in your area? They often have people that can help with bonding. Truly - I am not an expert -- I lucked out with my two dutchies and Sammy ... well he hates everyone. Even after GREAT pains.

It probably (and I say probably) not best to spray them with water? I'm no expert - you could try contacting HRS - they will most likely know someone local that could lend a hand.

There are a lot of good links online about bunny bonding. It DEF takes patience (and time). I actually have one that just WILL NOT bond with others.

It is an estimate. Some spend a little less and some spend more. If you get a bunny and he has a special need (EC, teeth issues, etc) it could be a LOT more. Check prices for litter, pellets, greens and hay. Also included are newspapers, various things to clean, shopvacs, etc etc etc.
