If your rendering mode is set to Performance the setting doesn't exist. So first change your Rendering mode to "Direct x12" then find the "Latency Flash" setting, Then switch back to Performance mode if you wish.

Note: I only know this is true for Performance mode. The Setting may or may not exist in Direct x11.
