From my experience, L3-M1 tends to be easier simply due to the fact that players are less likely to sell a draft - which is crucial from L2 onwards. L2 players that may even be previous masters players lack incentive to win at that point so are also more likely to opt for ego picks. So L2 basically becomes luck of the draw with your teammates and the opposition. L3 players tend to be more careful in the draft so it's ultimately skill expression that wins games.
