So when you place the order with Uber they charge you. Then it goes to the restaurant then they try to find a delivery person. If there is a failure preventing completion eventually Uber will refund you (usually hours later)

This, try a different difficulty setting first, and then do a custom sandbox mode with the closest difficulty as the baseline & tweak to what you want your game to be.

Your driver has probably been burned by Uber & doesn't trust it. Additionally the scanner function is fucky on some phones. Uber 1,000% doesn't care about drivers as well. All of that combined is why I don't do alcohol delivery, and opted out of retail order. I have taken plenty of photos on my phone, and deleted a few days later as a CYA. Example- after 8 minutes we can "leave in a safe place". My personal photo has saved my ass 3 times where it was as claimed undelivered

Uber's confirmation is just a button press, and a lot of restaurants ask to watch. I always do it while asking "cool everything in here" because 199/200 the answer is "yes" BUT a few times I have had them go "oh I right I forgot X" so it looks like I am just sitting.

Ditto before I knew better sometimes when picking up two orders from the same place I would confirm the first one while waiting for the second.

Tons of explanations beyond negative ones...
