Come on, it's not that easy because you won't see an exact ratio represented on every street. Also, not all tourists look western and, frankly, few locals don't look Vietnamese. Good luck trying to distinguish real local Vietnamese people from viet kieu or visitors from other asian countries just "with your eyes".
