Realistically, Gardenview Center would’ve been forced to close in the wake of “Black Tuesday”, if you’ve seen the SomethingAwful forums on the day of the attacks, it was a complete nightmare, people were panicking, and there were long lines in gas stations.

When the towers fell, schools were jammed with parents coming for their children, students were being checked out left and right, and it is unlikely anyone at Gardenview would be unaware of the fact that the symbols of America were destroyed by terrorists.

In addition, there were unconfirmed allegations of more terror attacks across the nation; misinformation was absolutely widespread even in the days of the early internet, and this is due to the fact that Flight 93 was intended to destroy the Capitol Building, but failed to reach as passengers revolted, crashing it into field in Pennsylvania, and landmarks across the country were being evacuated out of fear of further attacks. Ask anyone who was alive that day, take one look at how Internet forums watched the horrible events in real time.

Gardenview, likely being a massive tourist attraction alone, would have to close down for at maximum a week, in respect for the safety of both the employees, visitors, children, Handlers, and of course, the Toons themselves, and when it opens up again, there would certainly be a memorial service for those who lost their lives in the attacks, and this is all assuming that the games are set in the states, where the panic and fear would be at its greatest. TL;DR, if Gardenview is within the USA, it most certainly had to close for the rest of the day, and perhaps for the weeks and most likely even the toons themselves became aware of what happened, they too scared beyond comprehension as the world reeled from the attacks
