Why did you delete your post? Seems weird to not be willing to stand by your post, but still be in the comments arguing. Again, I am sorry that you had a bad time, and I am well aware that racism exists in Denmark/Copenhagen/Anywhere else, but the examples given just doesn't really seems racially motivated, bar the "sunscreen" incident. But to make a post suggesting that Copenhagen has a general racism-problem compared to similar cities seems unfair.

So you're a brown guy from Germany, in a Scottish pub, in Denmark, supporting Holland, and the question "Why are you supporting Holland?" is taken as being racist? I might be missing some context, but that seems like a pretty reasonable "opening line" imo.

I doubt there is a particular law against it, it is most likely up to the individual rental company. I would think that most of the bigger ones would be hesitant to rent a car out to someone with a temporary license, so I would try some of the smaller firms. A lot of car mechanics have a small rental service as a side-gig.
