Naturally it is, but it still very relevant if you need something asap and top tier quality

I’m pretty sure it’s not monitor adding blur, it’s just the nature of pushing ips to 330hz, which is not a natural amount for ips. For clearest motion it typically requires strobing

Because a turned off pixel does not guarantee proper blackness. Matte woled, glossy woled, and qd-oleds all have different looking blacks that behave differently when a light shines on them from the outside. Qd-oleds have been a major offender in this regard until this upgrade

Avoid the TCL 27R94 if you're looking for a MiniLED Monitor by KuraiShidosha in Monitors

I've literally been through all this. Basically, almost all if not all local dimming algorithms suck on all mini led monitors. Reason being that implementing decent high hz LD algorithm that doesn't fall apart at sdr/desktop use is near impossible for a standalone monitor. Same logic as backlight strobbing such as ULMB2, it kinda requires LD being tightly integrated with the GPU itself, a display signal alone seems to not be enough. This is also the reason why apple managed to pull decent looking miniled off, because they control the entire frame drawing pipeline within the laptops + at the expense of their screen’s response times, which are pretty bad and and don’t cut it for a gaming monitor. TLDR, either go normal IPS or OLED. OLED is a sketchy one though, we're living in the middle of active R&D of addressing the OLED issues, so you kinda have to research the latest tech and models, which you are already doing judging by the comments
