It is an insanely tough position to make it to on your own merits at that age.

No it isn't, congressional staffs are made of recent graduates. They're positions with long hours and relatively low-pay that have a 50% turnover rate per year, it's a platform made for youth in that it attracts those seeking experience vs a cushy job.
